2024 World Intelligent Connected Vehicles Conference (WICV 2024) Concludes Successfully

On October 19, the 2024 World Intelligent Connected Vehicles Conference (WICV 2024) concluded successfully at the Beiren Etrong International Exhibition & Convention Center in Beijing E-Town. The three-day event is co-hosted by the Ministry of Industry and Information Technology (MIIT), the Ministry of Transport (MOT), and the People’s Government of Beijing Municipality. It is jointly organized by the Ministry of Industry and Information Technology Equipment Industry Development Center (EIDC), Beijing Municipal Bureau of Economy and Information Technology, Administrative Committee of Beijing Economic-Technological Development Area, China Automotive Technology and Research Center Co., Ltd. (CATARC), China Society of Automotive Engineers (China-SAE), China Association of Automobile Manufacturers (CAAM), China Academy of Information and Communications Technology (CAICT), and China Center for Information Industry Development (CCID). Themed “Collaborating for Future Smart Mobility: Embracing New Opportunities in ICV Development”, the WICV 2024 brought together renowned experts and scholars worldwide, as well as representatives from government departments, industry organizations and leading enterprises from major countries and regions.

Attendees at the Closing Ceremony include Xin Guobin, Vice Minister of the MIIT; Xu Xinchao, Deputy Secretary-General of the People’s Government of Beijing Municipality; Kong Lei, Deputy Secretary of the Party Working Committee and Director of the Administrative Committee of Beijing Economic-Technological Development Area; Zhang Jinhua, President of China-SAE and Executive Director of National Innovation Center of Intelligent and Connected Vehicles (CICV); Gong Weijie, Secretary General of China Industry Innovation Alliance for the Intelligent and Connected Vehicles (CAICV); Du Xiaoping, Chief Expert of Vehicle-Road-Cloud Integration of National Innovation Center of Intelligent and Connected Vehicles; Wei Ran, Chief Engineer of the CAICT; Li Zhaolin, Professor of Computer Science and Technology, Tsinghua University & Chief Expert on Automotive Chips, National New Energy Vehicle Technology Innovation Center; and Tan Minqiang, President of China Automotive Basic Software Ecosystem Committee (AUTOSEMO). Xin Guobin, Vice Minister of the MIIT, delivered the closing remarks. He summarized the conference’s results and highlighted the importance of “open cooperation and cross-sector integration” to the ICV sector. According to Xin, as an advocate and promoter of an open world economy, China will keep working with all parties, fully leverage the WICV as a platform, and adopt a more open stance and effective measures to strengthen international cooperation, enhance the industry ecosystem, and promote safer, more convenient, and greener global development.

Xu Xinchao, Deputy Secretary-General of the People’s Government of Beijing Municipality, released the 2024 World Intelligent Connected Vehicles Conference Consensus, highlighting strategic planning as the spearhead of rapid industrial development; technological innovation as a robust engine for transformation and upgrading; policies and regulations as a strong foundation for industrial development; pilot demonstration as a crucial step in accelerating the industry’s deployment; cross-industry integration as a key element in building an ecosystem; security as a crucial cornerstone for the stable operation of the industry; infrastructure as a key enabler of industrial applications; and International cooperation as a perpetual catalyst for achieving mutual benefit and ensuring win-win outcomes.

The conference unveiled the Global Top 10 ICV Technology Trends, including super AI for high-level autonomous driving; high-speed communication technologies for ICVs; automotive CIM chips; vehicle-wide software-defined SOA software architecture; AD cloud platform based on vehicle-cloud collaboration; self-updating multi-source spatiotemporal data technology; new-generation intelligent chassis; end-side multi-modal cockpit AI agent; modular intrinsic intelligent automotive OS; and ICV full system safety & security protection technology.

The conference also released several important results, including the Standard System and Application Pilot Recommended Standard List for the Vehicle-Road-Cloud Integrated System; The Construction and Application Guideline for the Vehicle-Road-Cloud Integrated System; Network Construction and Deployment Guideline for Vehicle-Road-Cloud Integrated Systems; Comprehensive Research Report on Automotive-grade Chipleted System-on-Chip; and China Automotive Basic Software Development Report 5.0.

Kong Lei, Deputy Secretary of the Party Working Committee and Director of the Administrative Committee of Beijing Economic-Technological Development Area, unveiled Policies for Promoting ICV Industry High-Quality Development in Beijing Economic-Technological Development Area. According to Kong, eyeing industrial development trends and core technology breakthroughs, Beijing E-Town has taken NEVs and ICVs as key drivers and important windows for the green and digital transition of the manufacturing industry and the accelerated development of new quality productive forces. By the end of 2030, Beijing E-Town aims to grow its automotive industry cluster to over RMB 400 billion and build an industrial ecosystem that fosters the synergic development of NEV and ICV manufacturing, mobility services, intelligent traffic, and future cities.

Scheduled from October 17 to 19, the WICV 2024 held three plenary meetings, three special sessions, six thematic summits, and five concurrent side events, attracting over 7,000 visitors and more than five million online viewers. Key leaders from the CPC Beijing Municipal Committee, the People’s Government of Beijing Municipality, the MIIT, and the MOT attended. Wan Gang, President of the China Association for Science and Technology (CAST), delivered a keynote report. Over 100 representatives from government departments, key enterprises and industry organizations, as well as eight academicians, addressed the conference. Up to 127 corporate chairmen and CEOs were invited to the WICV 2024. In parallel, the China International New Energy and Intelligent Connected Vehicles Exhibition and Autonomous Driving Future City Carnival attracted over 80,000 visitors for on-site experiences. During the WICV 2024, the Global Top 10 ICVs Breakthroughs, the Declaration of Acting in Concert on ICV Vehicle-Road-Cloud Integration, and the Global Top 10 ICV Technology Trends were released. The conference reached eight key consensuses on leveraging strategic planning, technological innovation, policies & regulations, pilot demonstrations, cross-sector integration, safety assurance, infrastructure, and international cooperation to bolster and guide industrial development. Guests from the UN, Germany, the UK, Japan, Singapore, Malaysia, Thailand, Greece, and other countries and regions addressed the conference. Ambassadors of Argentina and South Africa to China, along with representatives from Spain, the ROK, France, Uruguay, and other countries, attended the conference. Regulations, policies, future technology trends, and industry implementation pathways were under in-depth discussions by over 30 representatives from embassies in China, international industry organizations, and key enterprises during the International Policy Roundtable, Enterprise Executive Roundtable, and Symposium on International Cutting-Edge Automotive Technologies.  Looking ahead, the WICV will continue to serve as a platform pooling resources and wisdom from global governments, enterprises, sectors, and other parties to facilitate discussions, foster consensus, promote deep integration of ICVs with related sectors, and advance coordinated development across sectors and domains.
