On April 16, 2025, the Department of Equipment Manufacturing Industries I of the Ministry of Industry and Information Technology (MIIT) convened a meeting to promote the management of market access and over-the-air (OTA) updates for intelligent connected vehicles (ICVs). Nearly 60 representatives from the MIIT’s Equipment Industry Development Center (EIDC) and major automakers attended the meeting.
The meeting focused on the filing requirements regarding market access, recalls, and OTA updates outlined in the Notice on Further Strengthening the Management of Market Access, Recalls, and Over-the-Air (OTA) Software Updates for Intelligent Connected Vehicles (hereinafter referred to as the Notice), jointly issued by the MIIT and the State Administration for Market Regulation (SAMR). Automakers presented reports on their implementation progress and suggestions, while the EIDC provided an overview of key concerns related to market access and OTA updates management for ICVs.
As emphasized during the meeting, automakers should fully understand the requirements of the Notice. This includes conducting comprehensive testing and validation of combined driver assistance systems; defining clear system boundaries and safety response measures; avoiding exaggerated or deceptive information; fulfilling their duty to inform consumers; and demonstrating compliance with conformity of production (CoP) requirements and safety obligations. These measures are essential to enhancing the overall safety of ICVs.
