Circular on Organizing the 2025 Supervision and Inspection of Production Consistency for Road Motor Vehicle Manufacturers and Products

To all relevant road motor vehicle manufacturers and inspection and testing institutions:

 

In order to implement the requirements for the management of road motor vehicle manufacturers and product access and further strengthen in-process and post-process supervision, the Department of Equipment Manufacturing Industries I, Ministry of Industry and Information Technology (MIIT) has decided to organize the 2025 supervision and inspection of production consistency for road motor vehicle manufacturers and products. This initiative aims to urge manufacturers to standardize their production, operations, and marketing practices, uphold the bottom line of product quality and safety, and effectively safeguard the legitimate rights and interests of consumers. Relevant matters are hereby notified as follows:

I. Scope of Inspection

Road motor vehicle manufacturers and products that have obtained access approval.

II. Inspection Locations

Road motor vehicle manufacturing sites and product sales outlets.

III. Work Arrangements

(I) Sample Vehicle Selection

Following a problem-oriented approach, sample vehicles will be selected from road motor vehicle manufacturers and sales outlets. Inspections will particularly focus on models that have attracted significant public attention or pose notable quality and safety risks. Once sealed, the selected vehicles will be sent to designated road motor vehicle inspection and testing institutions.

(II) Inspection and Testing

Designated institutions will carry out conformity inspections and testing of the sampled vehicles in accordance with relevant national standards. Key items include verification of complete vehicle structural parameters, frontal collision performance, safety requirements for electric vehicles (EVs), safety requirements for EV traction battery packs or systems, and braking systems.

(III) Public Notification

For products found to be non-compliant with national standards or in violation of production consistency management requirements, measures such as public notification, suspension of the relevant products’ listing in the Announcement on Road Motor Vehicle Manufacturers and Products, and suspension of new product applications will be imposed on relevant road motor vehicle manufacturers.

IV. Work Requirements

All relevant road motor vehicle manufacturers should attach great importance to and actively cooperate with the supervision and inspection work. They should fulfill their primary responsibilities and effectively enhance the quality and safety of their products.

All relevant road motor vehicle inspection and testing institutions should carry out their duties in accordance with laws and regulations, in an impartial, objective, high-quality, and efficient manner. They should actively support supervision and inspection efforts to effectively enhance overall work quality.
